Acting Executive Director – Strategy and Performance

Prior to this appointment, Ms Boulger held director position’s in child protection, including leadership of regional and remote service delivery and statewide services including child protection intake, multi-cultural services and services designed to strength and support Aboriginal families. Ms Boulger has a history of leading significant reform and in driving cultural change to improve performance and service standards. She is passionate about ensuring that children and young people are engaged in the design and delivery of services and in their own care experience.

Originally from the United Kingdom, Ms Boulger immigrated to South Australia in 2012 to undertake a strategic leadership role responsible for offender rehabilitation within the Department for Correctional Services. Prior to moving to Australia, she worked in child protection, community services and health leading on operational services in addition to key strategic reform initiatives. Ms Boulger is also a Board Director for Victim Support Services SA where she provides a contribution to organisational governance in addition to specific input to strengthen organisational approaches to evidence-based and trauma-informed service delivery for victims of crime. Ms Boulger has a Masters Degree in Health and Social Care Management and Leadership, a Bachelor in Social Policy and holds qualifications in Government, Project Management, Addictions and various professional certifications.
